• By turns light-hearted and contentious, discussion on three articles kept us guessing at the Needham Special Town Meeting. The October Special Town Meeting tends to be a quieter affair than its spring counterpart. Business is limited to those items that just can’t wait, and the members arrive well-versed enough that the way forward is clear. This year, however, there were a handful of articles that had members digging in a little deeper. A schedule of non-criminal fees, the adoption of a stricter set of energy codes for new construction and a vote of confidence for the potential purchase of a property had people on different sides seeking consensus.
